Allows people to tag people in posts, and they will be notified that they have been tagged.

Allows someone to give other people permission to edit a specific post.  Useful when moderators/admins collaborate on a single topic and need to update the first post.

I'll look into adding these.  I'm gonna be out from tonight until next tuesday-ish but I'll check them out as soon as i have time.

Alright I was able to install everything requested except for AutoMerge Double Posts and Auto Link Checker.  Those failed a bunch of tests and I'm gonna have to look into manually installing them or something if I want to get them in.
